Can a font be made from clipart?

yes.

if the cliparts are vector you can do this in adobe illustrator and fontself maker. there is a limit on about 1000 points for each symbol/glyph. if you wish to get a black font, than you have to delete the white elements, if there are any. or you will get a color font.

if the cliparts are bitmap images, then you can do it in adobe photoshop with fontself maker.
